Lucio Voreno, la dura essenza di un soldato professionista, e Tito Pullo, un uomo esuberante, istintivo e passionale, sono due semplici soldati della tredicesima legione di Giulio Cesare. Il loro ritorno a Roma coincide con quello di Cesare che, deluso dall'amico Pompeo Magno, è intenzionato a conquistare con la forza Roma, distruggere la Repubblica, e far nascere un nuovo Impero.
Roma è stata la serie tv più costosa mai prodotta dalla HBO e probabilmente anche la più dispendiosa nella storia della tv, soprattutto se consideriamo che si compone di sole due stagioni, per un totale di 22 episodi. Per coprire gli oltre 100 milioni di dollari necessari alla produzione, la rete ha deciso di farsi affiancare nei lavori dall’inglese BBC e dall'italiana Rai Fiction.In Italia esistono due versioni della serie: una adattata, nella quale le scene particolarmente violente, di nudo e di sesso sono state censurate o girate in modo da apparire meno "impressionanti", e una simile a quella originale, presente unicamente nei cofanetti in DVD prima di essere proposta da Rai4.Nonostante alcune libertà narrative, la serie è una delle rappresentazioni più fedeli di quella che era realmente la vita a Roma nella seconda metà del I secolo a.C.Roma è stata la prima serie tv in lingua inglese a essere stata girata completamente in un paese la cui lingua parlata non è l’inglese. I 22 episodi, infatti, sono stati girati principalmente in Italia, negli studi di Cinecittà e nelle campagne limitrofe.Nel marzo 2010 l'ideatore della serie, Bruno Heller, ha confermato che è in produzione un lungometraggio che prosegurà le vicende narrate in tv.
